Four elements have shaped the world.
Air, Fire, Water, Earth.
Four deities born of these elements watched over the world of man, guiding them. As the elements wrecked havoc, the deities felt pity for the helpless humans subjected to their fury. Appearing to those who worshiped and believed, they gave humans control over the natural forces that threatened to destroy them. So were born the four clans.
The Aer Clan, flighty and boundless, commanded the always-present air. Favored by Seiryuu, the Azure Dragon, they appeared from the East.
The Ignis Clan, hot-tempered and passionate, ruled over fire. Cautious to always keep the fickle favor of their deity, Suzaku the Vermillion Bird, they hailed from the South.
The Aqua Clan, cool and collected, receive their power over water from Genbu, the Black Turtle. They came from the frozen planes of the North.
The Terra Clan, grounded and untiring, command the earth under their feet. Byakko the White Tiger watches over the clan as they emerge from the West.
Fast-forward to modern times. The vast majority of the world is still divided amongst these clans, and relations are far from peaceful. Rivalries exist, treaties are made and broken, wars are started and ended. Favor of the deities come and go, changing the tide of battle.
The Ignis and Aqua clans frequently find themselves on opposite sides of a battlefield: in many countries, an opposing clan member walking the borders between their lands could be shot on sight. Relations between the Aer and Terra clans haven't been much better.
There has been hope. While many countries and land holdings cater only to their own clan and cast away outsiders, cities exist where the four clans mingle. These became known internationally as 'interclan hubs', cities divided amongst clans in an effort to promote peace. In some parts of the world, these efforts are in vain as violence surges between clans. In others, clans actively work together to promote their peaceful way of living and reject the centuries of turmoil between them.
New York City is one of these interclan hubs, known internationally as one of the first cities to declare a section of land as 'Neutral territory', unclaimed by any clan for all to mingle freely. But clan members on all sides must exercise caution. Mingling doesn't always mean getting along. And relations within the city's other boroughs are growing tense...
